MYTHS WITHIN MANAGEMENT THINKING

“We don’t need to exercise, we deal with crises every day!”

When managers are approached to implement a training and exercise program on Crisis and Emergency Management, it is not uncommon to hear them say “We don’t need to exercise, we deal with crises every day!” Since managers are faced with business issues frequently, they think their Organization is ready and fully prepared to respond to any potential scenario. This kind of thinking is extremely dangerous, and will probably increase the Organization’s vulnerability to disasters.

Business issues, minor incidents, and disruptions should be regularly expected along the normal operational process, but they should be observed as clear indications of systemic problems that need to be addressed. People tend to view the frequency of these events and their solutions, as evidence of how robust their organization is. This serves as a convenient excuse for not taking Crisis and Emergency Management seriously.

Certainly, dealing with issues and near misses is a part of managers’ every day job. However, are these experiences enough for managers and their teams to successfully respond to a major event or crisis? No, absolutely not. Managers have the implicit responsibility to create as much resiliency as possible to provide their Organizations with the best competencies to avoid and / or successfully respond to and promptly recover from an incident or crisis.

To create resiliency in an Organization, managers need to formally implement and maintain a robust Emergency and Crisis Management System. This means to widely deploy processes and tools that will enhance response personnel capabilities, and the Organization’s response capacity.

USA Congress Expands the Oil Pollution Act to Reach Spills Originating Outside of the U.S. Gulf of Mexico Waters

Congress was concerned that owners and operators of foreign facilities situated relatively close to U.S. waters would not be held fully liable for spills impacting the U.S. The amendments make clear that: “any person owning or operating” a foreign facility, and “any leaseholder, permit holder, assignee, or holder of a right of use and easement granted under applicable foreign law for the area in which the facility is located,” is a “responsible party” for purposes of the Oil Pollution Act and Clean Water Act liability.

Through these amendments, Congress is seeking to insulate the U.S. from damages caused by foreign-based offshore operations. After the Deepwater Horizon incident in 2010, the U.S. is particularly conscious of the catastrophic impact major incidents can have on its coastal communities and industries. 

 

Farewell & Welcome

After three successful years, one of our most valued team members, Michel Adum, had to say goodbye to Casco Consulting Group (CCG). He will be pursuing new opportunities as the HSE Director for a well known Latin American petroleum company. Although this is a great loss for us, we are  thankful for all these years of hard work, and very proud of Michel, he deserves it. 

For every loss, there is a gain...We are proud to present our new associate senior consultant: Hank García. Hank had an extensive and successful career at ExxonMobil and recently as a crisis management consultant for Petrofac and CTEH. He specializes in the development and implementation of crisis management systems, serving as an emergency preparedness and crisis management advisor, preparedness training, public affairs, training program development, and logistics. He is a frequent speaker at industry conferences discussing response management and logistics best practices. He designs crisis and preparedness exercises to bridge the gap between language barriers and executive and field personnel. Hank has provided extensive consulting and training for field personnel, country and regional executives, including Latin American and the Caribbean. Welcome to CCG's team Hank!
