OUR TEAM

Our team of consultants has over 20 years of contingency planning and response experience, and all of them are experienced professionals. Most of them have been working within an incident management system for many years, and some of them have also designed, implemented and run company policies and procedures, and performed response training exercises at different levels of the organization.
Within Latin America, CCG has trained thousands of people on Incident Command System, crisis management and business continuity planning, and conducted hundreds of tabletops and large-scale exercises. Along its professional career, our consultants’ team has held different challenging roles facing all kind of environments and diversified audiences.
CCG Team works with its clients to meet their needs and help them reduce exposure, and gain resilience.

Alberto Casco Owner 

Mr. Casco, owner and president of Casco Consulting Group LLC, has 35 years of experience in the Oil and Gas industry built through various managerial and executive positions. Subject matter expertise includes Emergency Response, Crisis Management, Oil Spill Response Planning, Integrated HSE Management System and Oil & Gas E&P Operations. Alberto earned his B.S / M.S. in Chemical Engineering and his postgraduate in Petroleum Engineering from the Universidad Nacional de Buenos Aires, Argentina.

Throughout his career he has had different assignments with local / regional responsibilities in the areas of operations, HSE and Crisis & Continuity Management. Between 2001 and 2011 he worked for a major integrated energy company as a Crisis Management Director for Latin America and the Caribbean Region, based in Houston. He also participated in  the 2010 Gulf of Mexico oil spill response.

David Porter Associate Consultant

Mr. Porter is an HSSE Professional with thirty two years of employment at a major integrated energy company and currently supports Casco Consulting Group LLC.  Subject matter expertise includes Master Root Cause / Incident Investigation Specialist, Incident Management and Business Continuity, Safety Leadership Coach / Trainer and Behavioral Safety Specialist / Trainer. He has been a team member for numerous pipeline facilities, logistics terminal, retail gasoline station, and chemical plant audits to achieve company and regulatory compliance. Dave has extensive experience with the development and revision of company HSSE procedures and associated training programs i.e. Fall Protection (Working at Heights), LOTO (Control of Hazardous Energy), Contractor Safety, and Driving Safety.

He offered on-site support to Amoco Pipeline during multiple gasoline and crude oil spills. Dave also supported branch locations in Mississippi, Alabama, and Florida with safety training during the Macondo spill (Gulf of Mexico). He is an active member of the American Society of Safety Engineers with ongoing participation in professional development.

Neré Mabile Associate Consultant

With 39 years of experience in the petroleum industry, Neré has a unique set of technical competencies involving oil spill response (OSR), integrity management, corrosion engineering, operations, and project management. Neré also has extensive experience in the “prevention business” preventing spills, with a role as the Integrity Management Engineer on a Deep Water facility in the Gulf of Mexico. Neré served as the Technology Theme Leader for in-situ burning (ISB), mechanical recovery, and booming as a part of an Oil Spill Response Technology Team in Crisis & Continuity Management. During the Deepwater horizon response in 2010, Neré was the ISB technical lead and he trained and managed the ISB Air Operations team unit and, in those capacities, led an enormously successful ISB response operation that removed more than 300,000 bbl. of oil from the Gulf of Mexico waters.

Neré has skill sets in both offshore upstream oil production and onshore downstream process plant facilities. Offshore, he developed a broad experience with construction and maintenance of fixed platform facilities and supervised subsea diving activities. He worked in onshore chemical plant facilities for 9 years designing spill prevention systems and leading teams in the area of integrity management.

For 4 years, Neré served as the initial incident commander for oil spill response in Prudhoe Bay, Alaska, where he responded to more than 100 hydrocarbon spills. During that time, Neré was involved with ISB testing and helped develop new equipment designs for mechanical recovery response in the arctic environment, including innovative equipment designs for tundra and for fast-moving rivers. He also successfully interfaced with state and government agencies regarding oil spill response plans post-OPA 90 regulations. In compliance with stringent environmental response plans, Neré has trained responders in a variety of environments.

With his unique mixture of oil spill response, operations and engineering skill sets, Neré is helping to fill an existing technical gap in the emergency oil spill response industry.

Patricia Moreno Associate Consultant

Patricia Moreno is our international consultant based in Bogota, Colombia. She has been working within an Incident Management System for several years. Her specialization is in the development of organizational Crisis Management and Business Continuity plans. She has trained several high rank corporate groups on Crisis Response, Planning and Execution, as well as performed drills and table-top exercises focused on potential crisis scenarios. Additionally, Patricia has developed Business Continuity Plans by implementing Business Impact Analysis within organizations. She has also vast experience in the corporate security field, and has designed, implemented and run security reports, procedures and policies.

Patricia has very strong communicational skills (English-Spanish), is a highly responsible individual who enjoys working under pressure, and has very high quality standards as well as excellent team work capacity. We are really happy to have her in our team.

Cecilia Suaznábar Associate Consultant

Cecilia has long, diverse and international experience in the health, safety and environment (HSE) field. Her career started over twenty years ago working as an environmental advisor for the U.S. EPA Technical Assistance Team, providing emergency response training for hazardous materials, emergency preparedness, and contingency planning which strengthened the Joint Response Team effort across 14 sister cities along the U.S. – Mexico border. Later, she joined the energy sector where she led teams in the HSE, environmental compliance, and social community areas for the upstream oil and gas industry, both onshore and offshore, with a proven record of improvements in the safety culture and ensuring environmental compliance. She is passionate about learning, problem solving, and continual improvement. Cecilia is fluent in written and oral English and Spanish, and basic Portuguese.

Cecilia holds a B.S. in Chemical Engineering and Petroleum Refining from the Colorado School of Mines with Minors in Environmental Engineering and International Public Policy. She obtained an MBA from the Universidad Viña del Mar with emphasis in Quality, Health, Safety and Environment Management.

Hank García Associate Consultant

Hank García is a senior consultant offering a full-range of bilingual (English/Spanish) response expertise. Mr. García obtained his degree as a chemical engineer from Manhattan College, and had an extensive and successful career at ExxonMobil and recently as a crisis management consultant for Petrofac and CTEH.

Mr. García specializes in the development and implementation of crisis management systems, serving as an emergency preparedness and crisis management advisor, preparedness training, public affairs, training program development, and logistics. He is a frequent speaker at industry conferences discussing response management and logistics best practices.

Mr. García can design crisis and preparedness exercises to bridge the gap between language barriers and executive and field personnel. He has provided extensive consulting and training for field personnel, country and regional executives (including Latin American and Caribbean governments).

Osvaldo Lucchetti Associate Consultant

Mr. Osvaldo Lucchetti is an HSSE Professional with thirty-one years of employment at a major integrated Argentinean energy company and currently supports Casco Consulting Group LLC.  Subject matter expertise includes Root Cause / Incident Investigation Specialist, Incident and contingency Management, Safety Leadership Coach / Trainer. He has been a team member for numerous oil & gas field facilities and gas treatment plants HSE Teams to achieve company and regulatory compliance.  Osvaldo has extensive experience with the development and revision of company HSSE procedures and associated training programs i.e. Fall Protection (Working at Heights), Contractor Safety, and Driving Safety.

Margaret Dubois Laney Associate Consultant

Margaret is a senior public relations and communications consultant with more than 35 years of experience directing and implementing strategic stakeholder communications and engagement, reputation enhancement and issues management to assist businesses and non-profit organizations navigate change, respond to crisis and advance their success and sustainability. She has advised executives and led communications preparation and response to multiple business continuity and crisis events including industrial accidents, natural disasters, terrorist and criminal activity, health threats, political demonstrations and disturbances, discrimination claims and product quality issues.

Margaret is skilled at facilitating mutually beneficial relationships and collaborations to achieve organization objectives and enhance the wellbeing of stakeholders. Focused on delivering intended outcomes for her clients, she offers counsel, training and coaching to maximize effectiveness of people and organizations. She currently serves on the Boards of Directors of the Katy Area Chamber of Commerce and The Arc of Katy. She previously held positions on boards and committees of several other international, national and local business, trade and community non-profit and advocacy organizations.

Mayra Sosa Aldasoro Associate Consultant

Mayra has more than 20 years of experience in HSE working at different multinational companies, such as Oil & Gas, pharmaceutical, construction, sales and food processing, achieving company and regulatory compliance improving the safety culture. She holds a Degree on Chemical Engineering from the Chemistry School of the Universidad Nacional Autónoma de México and different Seminars. Her areas of expertise are Crisis Management, Business Continuity plans, Risk Assessment, Incident investigation, Driving Safety, Contractor Safety and Mexican Regulatory Compliance. She greatly enjoys auditing different companies in Health and Safety procedures. She is passionate about team working and learning.

Eduardo Fernández Martínez

Eduardo Fernández Martínez is an experienced HSE manager, with more than 25 years working in the Oil & Gas industry, both Upstream and Downstream. Eduardo resides in Buenos Aires, Argentina, and holds a Bachelor of Science degree in Electrical Engineering from Universidad Nacional del Sur in Bahía Blanca, Argentina.
Eduardo held several corporate level management positions for ESSO Argentina, ESSO Puerto Rico, Exxon Mobil Venezuela, Exxon Mobil Exploration in Houston, TX, and AXION Energy Argentina. Among some of his many management responsibilities, he was involved in the development and implementation of Emergency Response Management System and Business Continuity programs, Behavior Based Personal safety programs, Operational Risk Management, gas stations’ environmental remediation, legal Compliance and ISO certifications.
Eduardo is also a professional ontological coach, which gives him an extraordinarily powerful ability to effect change in individuals, teams and organizations, leading to team work improvement and the development of highly effective working teams.

María Eugenia Casco

María Eugenia is in charge of coordinating CCG projects, contributes to the effectiveness of communication with the consultants and clients, organizes space and logistics, and provides any other support needed to carry out the company. In December 2008, she obtained a BS degree in Human Nutrition and Foods from the University of Houston, Texas, and started acquiring extensive experience in the field of education. María Eugenia enjoys working for the family business and loves seeing it grow each day.
